Network Infrastructure Maintenance and Capital Works Framework

South East Water is conducting preliminary market engagement to inform the design of a new Network Maintenance and Capital Works Framework Agreement, set to commence 1 April 2028 and run for 10 years through regulatory periods AMP8, AMP9, and potentially AMP10. This engagement is not a formal tender but seeks industry feedback on market capabilities, delivery models, and commercial structures. The framework will cover network mains renewals, strategic mains repair and maintenance, water supply network upkeep, and developer-funded network installation, with annual spending estimated between £110m and £135m. South East Water is interested in identifying opportunities for efficiency, innovation, and collaboration while maintaining excellent customer experience and meeting regulatory targets including Outcome Delivery Incentives, leakage reduction, and Price Control Deliverables. Suppliers with relevant experience and capability are invited to express interest and participate in early market discussions to shape the final scope and lotting structure of the replacement framework.
