DORS+ Managed Services and Hosting Contract

UKROEd Ltd seeks a managed services provider to operate and support DORS+, the national data and integration hub for the National Driver Offender Retraining Scheme (NDORS). DORS+ is a mission-critical Police Digital Services assured platform serving over 2 million annual users across England, Scotland, Wales and Northern Ireland, connecting police forces, licensed course providers, and the public through end-to-end processes including eligibility checks, course booking, attendance recording and case closure. The current contract ends 31 May 2028. The successful supplier will be responsible for ensuring availability, security, performance and continuous operation of the existing DORS+ solution and Microsoft Azure environment, including platform and application support, maintenance, approved improvements, monitoring, incident and problem management, change and release management, backup and disaster recovery, and technical support for existing integrations. Required expertise includes Microsoft Azure (App Services, Application Gateway, Web Application Firewall), Microsoft SQL Server, C#/.NET Web API applications, SOAP and REST APIs, web portals, Hangfire scheduling, and experience managing PDS-assured national systems with multi-stakeholder support. All solution components, data and hosting must be UK-based. Key personnel must obtain or maintain Non-Police Personnel Vetting Level 3 clearance. Bidders must demonstrate robust security governance, compliance with UK GDPR, ISO 27001, Cyber Essentials Plus, police information assurance requirements and NCSC guidance, plus effective vulnerability management, security monitoring and incident response capabilities throughout the contract term.
