    Brief

The Mayor's Office for Policing and Crime and Metropolitan Police are seeking services for their integrated Command and Control system, which is critical national infrastructure supporting emergency response and police dispatch operations across the UK's largest police force. The opportunity comprises an Interim Contract (approximately 3.5 years, £165m) covering completion of system implementation, operational testing, maintenance services, and transition planning. Following the interim period, two 10-year maintenance sub-contracts will be novated: Frequentis (£30m) for software maintenance and Octave (£102m) for software maintenance, both with locked-in rates. The total contract value is £297m (excluding VAT). This direct award is justified under the Procurement Act 2023 due to extreme and unavoidable urgency. Suppliers should note that sub-contracts are subject to exclusive rights and will transition to either the Contracting Authority or a Successor Managed Service Provider upon interim contract completion.
