Kitchen and Bathroom Refurbishment Services Framework

Ongo Homes Ltd is establishing a multi-supplier framework to deliver kitchen and bathroom replacement works across its North Lincolnshire housing stock. This is a significant long-term programme comprising approximately 7,000 kitchen replacements and 1,000 bathroom replacements over 5-6 years, with an estimated total value of £35-40 million. The framework will appoint up to three delivery partners under a call-off arrangement commencing January 2027, with an initial term of 3 years and options to extend up to 5 additional years based on performance. Works include kitchen and bathroom replacements, electrical upgrades and rewires, and associated refurbishment in both occupied and vacant properties. Successful suppliers must prioritize resident communication and engagement, minimize disruption, ensure safe and compliant delivery, and maintain high service standards. Tenant Liaison Officers will be required, and performance will be monitored through KPIs. The framework will be closed following the initial competitive procurement process with no new suppliers admitted after award. Suppliers will be selected based on capability and ranked for work allocation. Key evaluation criteria include resident experience and satisfaction, social value and local impact, environmental sustainability, contract management capability, and value for money.
