British High Commission Office Redevelopment in Accra, Ghana

The FCDO is seeking a contractor to redevelop two adjacent office sites for the British High Commission in Accra, Ghana, located on Julius Nyerere Link Road. The project will refurbish and extend existing buildings to create modern, fit-for-purpose office spaces while maintaining operational continuity through phased construction. Key Project Scope: - Phase 1: Refurbish and extend the Volta building while staff relocate temporarily to the Afadja site - Phase 2: Refurbish the Afadja building after Volta completion - Retain existing Volta building structure with refurbishment to open-plan office standard - Demolish plant structures and some landscaping for new extensions, cloister, and walkway - Replace mechanical and electrical installations - Undertake seismic strengthening and structural works - Create improved shared internal and external spaces - Conduct minor preparatory works to the Afadja site for temporary occupancy Contract Details: - Procurement route: Competitive Flexible Procedure with Request to Participate and Invitation to Tender stages - Contract form: NEC ECC 4, Option A (Priced Contract with Activity Schedule) - Early Contractor Involvement stage may precede construction within same contract - All work must comply with UK Standards throughout Security Requirements: - Personnel managing interfaces with higher security areas must hold Security Check (SC) level clearance - Contractors must confirm ability to provide SC-cleared staff before contract commencement Key Dates: - PME questionnaire deadline: 23 February 2026 - Bidder discussions: 2 March 2026 onwards - PSQ issue: Early November 2026 - ITT issue: Late January 2027 - Bidders day: During ITT period - Bid deadline: Late March 2027 - Contract award: Mid-May 2027
