Consultancy Services for Public Service Reform and Collaboration Compact Implementation

This opportunity seeks an experienced consultancy firm to provide expert guidance and hands-on support for embedding a Collaboration Compact across public sector organizations. The consultant will deliver advice, facilitation, coaching, and design support to help partners implement sustainable change. Key responsibilities include: translating shared principles into consistent organizational behaviors and routines; developing collaborative approaches to service reform; building trust and accountability among partners; strengthening community co-production; testing and scaling innovative working practices; and fostering a culture of continuous learning and adaptation. The successful consultant will operate as a neutral, skilled change partner—not a traditional program manager or external auditor—and will leverage proven experience in delivering successful system change initiatives within public services to guide organizational transformation.
