Folkestone and Hythe Waste Transfer Service Contract

Kent County Council is seeking early market engagement to develop a commissioning and procurement strategy for a new waste transfer service in the Folkestone and Hythe district. The service must commence by January 2028 and will handle approximately 40,000 tonnes of waste annually from kerbside collections and household waste recycling centres. Required services include: (1) receipt and bulking of waste in segregated bays with contamination management, and (2) haulage of sorted waste streams to designated disposal or treatment facilities. Core waste streams include domestic, bulky, co-mingled recyclables, fly-tipping, food, garden, clinical, paper and card, street litter, and ad hoc HWRC waste. The facility must be located within the Folkestone and Hythe district boundary with easy access via primary and secondary roads to enable efficient collection vehicle operations. KCC welcomes responses from transfer station operators, waste bulking service providers, and logistics companies with waste transportation experience. The Authority recognises that facility development may require planning permission and environmental permits, and seeks market feedback on deliverability and timelines. Early engagement responses will directly influence the design, structure, and scope of the future procurement.
