Independent Technical Appraisal Services for Transport Business Cases

TVCA is seeking an independent provider to deliver technical appraisal and assurance services for transport business cases, in accordance with its established Assurance Framework. The successful provider will conduct proportionate, evidence-based reviews of business cases and their supporting analysis across five key areas: strategic fit, economic viability, financial sustainability, commercial arrangements, and management capability. Reviews will assess value for money, robustness of approach, deliverability of proposals, and compliance with relevant government guidance. The provider will offer impartial challenge, constructive feedback, and actionable recommendations to support informed decision-making by stakeholders. This procurement will proceed in two stages: an initial Expression of Interest (EOI) followed by further competition through NEPO 212, Lot 9. The role requires independence, technical expertise in transport business case evaluation, and the ability to communicate complex findings clearly to non-specialist audiences.
