Contingent Labour Services Framework for Transport for Wales Infrastructure Maintenance

Transport for Wales (TfW) is establishing a multi-lot Framework agreement to supply temporary contingent labour for infrastructure maintenance activities on the Core Valley Lines (CVL). TfW will assume the Infrastructure Manager role in February 2028, and this framework will commence in September 2027 to support mobilisation and operational readiness. The framework seeks approved, compliant labour providers who can deliver reliable, competent, and safety-assured temporary workers for routine planned maintenance, safety-critical activities, and reactive/emergency maintenance across the CVL network, including short-notice and out-of-hours requirements. The multi-lot structure will reflect different labour specialisms, including: Lot 1 - On-Track Operatives & Protection Staff; Lot 2 - On-Track Plant Operators & Machine/Crane Controllers; Lot 3 - Electrification Operatives & Isolation Staff; Lot 4 - Civils, Construction & General Trade Operatives; Lot 5 - Plant Operators (Labour Only); and Lot 6 - Vegetation Management & Lineside Clearance Operatives. The final lot structure remains subject to change following market engagement. TfW will conduct supply-chain engagement workshops to refine scope and procurement strategy before launching a formal procurement exercise, ensuring alignment with industry knowledge, capability, emerging trends, and customer needs.
