Festive Lights Installation, Maintenance and Emergency Support Services

This is a 3-year contract (starting 1 August 2027) to install, maintain, and provide emergency support for festive lighting throughout Hertford town centre. Key responsibilities include: secure storage of all lighting assets; installation and removal of seasonal displays; structural and electrical testing by certified professionals; repairs and year-round maintenance; emergency call-out service (response within 4 hours); assistance obtaining Festive Lighting Licence from Hertfordshire County Council; attendance at the November switch-on event; and provision of all required insurance documentation and risk assessments. Assets to be managed: 9 crossroads with catenary wire displays (5m × 1.2m and 8m × 1.2m); 9 feature trees with LED light sets; 1 decorated Christmas tree with metal stag ornaments; 36 column wraps with LED lights installed above 2.5m height; 70 metal stag head installations; and 2 set pieces requiring anchor bolting and annual certified testing. Contractors must: provide evidence of secure storage; demonstrate HERS and CFA registration; supply skilled engineers with appropriate tools and equipment; submit detailed pricing including emergency call-out fees; provide environmental sustainability commitment statement; and supply references from previous relevant authority contracts.
