Lower Thames Crossing Statutory Auditor

National Highways is seeking a statutory auditor for the Lower Thames Crossing (LTC) regulated asset base (RAB) project. The Government has selected the RAB model as the preferred financing method for this major infrastructure project. A regulated road company (Reg Co.) will be established to operate both the existing Dartford Crossing and the new Lower Thames Crossing, generating revenues to service financing and repay lenders and investors. The Reg Co. will be sold to private investors prior to securing debt financing for main construction works. As part of preparation for the sale process and Vendor Due Diligence (VDD), National Highways requires audited Carve Out accounts for the regulated company covering the financial years 2024-2025, 2025-2026, and 2026-2027. The successful auditor will be responsible for conducting statutory audits of these financial statements and providing assurance on the financial position and transactions of the regulated asset base company.
