Cardiff Closed Road Cycle Circuit - Delivery Partner Procurement

Cardiff Council is seeking a Delivery Partner to build, operate and manage a new 1.5km Closed Road Cycle Circuit in Leckwith, Cardiff. This is a £4.5m project identified as a key legacy development for the Tour de France 2027 and a priority for the national governing bodies of Cycling, Triathlon and Athletics. The Council will provide the land via a long lease (e.g. 99 years) and support with grant applications. The Delivery Partner must secure all remaining funding and generate revenue through facility operations to achieve financial sustainability. The facility will serve elite athletes, community sports clubs, schools, disability groups and the general public through training sessions, events, and participation programmes. The procurement will use an open, single-stage tender process under the Procurement Act 2023, with tenders invited in November 2026. The Development Agreement will be followed by a Property Lease and Management Agreement setting out operational requirements. Key timescales: Cabinet decision by January 2027; contracts by April 2027; construction completion by end 2027/early 2028. This is a concession contract where the Delivery Partner's financial returns depend on operational revenue.
