    This contract opportunity is for the provision of the Complex Move On service, which delivers specialist risk management, rehabilitation, and resettlement support for people on probation with complex needs. The service supports His Majesty Prison and Probation Service (HMPPS) by providing access to supported housing and specialist interventions for individuals requiring enhanced levels of care, with the aim of reducing reoffending risks. Key Service Requirements: - Service delivery across at least 8 of 11 English probation regions (North East, North West, Yorkshire and the Humber, West Midlands, East Midlands, South West, South Central, East of England, London, Kent/Surrey/Sussex, and Greater Manchester) - Maximum 350 referrals at any one time - Support for individuals on Multi-Agency Public Protection Arrangements (MAPPA) Level 2 and 3, including those convicted of arson and sexual offences - Three-tier accommodation provision: 24/7 registered care homes, 24/7 staffed extra care, and step-down supported housing - Support for complex needs including autism, dementia, sensory impairments, learning disabilities, mental illness, personality disorders, and physical disabilities - No maximum duration; support individuals in transitioning to independent living as part of their sentence plan - Referrals made by Probation Practitioners; provider accepts referrals based on capacity and suitability - Supplier is not VAT-registered for this contract The Authority funds only the specialist risk management and criminogenic interventions; the supplier obtains separate funding for accommodation and other support services.
