    Brief

    HM Revenue & Customs (HMRC) is seeking a Strategic Delivery Partner to support the Tax Profession Capability (TPC) Programme, a major transformation initiative to build a resilient, future-ready tax profession. The successful supplier will work with HMRC and the Tax Customs and Compliance Academy to provide specialist capability, innovation, and delivery expertise across multiple areas including professional capability frameworks, modern learning and development solutions, accreditation models, career pathways, and learning culture initiatives. Services will be delivered through individual Statements of Work with flexible, scalable, multidisciplinary teams. The supplier must demonstrate experience in learning and development, workforce capability transformation, organisational change, talent management, digital learning design, large-scale transformation programmes, and work within complex organisations such as tax administrations or government departments. Key responsibilities include developing professional and competency frameworks, designing blended and digital learning programmes, creating assessment methodologies, implementing career progression models, managing programme governance and reporting, and transitioning knowledge and deliverables into HMRC business operations. The supplier will be assessed on achievement of agreed outcomes and value delivered, working collaboratively with HMRC stakeholders while progressively reducing dependency on external resources over the contract term.
