Brief

Orkney Islands Council, the statutory and competent harbour authority for local authority ports including Scapa Flow, Kirkwall, and additional ferry terminals and piers across the Orkney Islands, seeks an independent person or company to serve as the Designated Person. This role is defined by the Ports & Marine Facilities Safety Code (published April 2025) and the accompanying Guide to Good Practice on Port and Marine Facilities. The Designated Person will be responsible for overseeing safety compliance and the Marine Safety Management System (MSMS) at these facilities. The successful contractor will need to demonstrate practical expertise, pragmatic judgment, and independence in fulfilling regulatory safety requirements. The contract will cover the current regulatory framework and any future updates or amendments to the safety code.
