Performance Management Framework for the Institute of Public Administration

The Institute of Public Administration (IPA) is seeking a partner organisation to design, deliver, and implement a comprehensive performance management framework and associated services for its workforce of approximately 100 employees. The framework will support three key objectives: (1) align individual objectives with organisational strategy and support employee development according to IPA's mission and values; (2) provide formal mechanisms to ensure all employees receive appropriate support and professional development opportunities; and (3) fulfil Public Service Agreement requirements as part of IPA's strategic plan. The IPA requires a bespoke performance management and development system (PMDS) that includes policy and process documentation, an online technical solution, change management support, and staff training. The successful partner will design a unified 'One-IPA' framework applicable to all employees across all grades—from executive leadership to junior staff—including academics, specialist training professionals, librarians, technical staff, professional services staff, administrative staff, and support staff. The system must balance consistency of process with flexibility to accommodate distinct contribution models for different professional groups (academic staff, professional services, and leadership roles) aligned to sectoral norms and role requirements. The framework will not link performance management to pay or reward, consistent with public sector standards. The implementation partner will lead the project in close collaboration with the IPA's HR team and Executive Leadership Team throughout all project stages. Note: Any decision to purchase a separate software solution will be procured separately outside this tender scope.
