Community-Based Pre-Employment Support Services

The Council is seeking service providers to deliver targeted, community-based pre-employment support through the Economic Inactivity Trailblazer programme. This opportunity is designed to help individuals who are economically inactive and face significant barriers to employment, including those affected by disability, long-term health conditions, caring responsibilities, low confidence, or poor wellbeing. The service will complement existing employability programmes by focusing on those furthest from the labour market. Expected provision includes tailored one-to-one and group support, mentoring, confidence building, wellbeing interventions, skills development, and locally responsive activities. The Council seeks innovative, flexible delivery models that prioritize participant needs over standardized approaches and encourage collaborative partnerships with existing services and community organizations. Through this market engagement, the Council aims to understand available services, delivery capacity, partnership opportunities, and evidence-based approaches to achieving positive employability and wellbeing outcomes for this vulnerable client group.
