Framework Agreement for Electricity and Gas Supply with Energy Management Services

The Government Commercial Agency (GCA) is seeking suppliers to establish a Framework Agreement for providing electricity and gas supply along with comprehensive energy management services to over 1,000 public sector organisations managing approximately 90,000 meter points with an estimated 26 TWh annual consumption. The framework will deliver an integrated energy solution including: (1) Electricity and gas supply with administration services; (2) Strategic energy partnership services focused on portfolio optimisation to reduce costs and carbon emissions; (3) Energy bureau services covering data management, invoice validation, and performance reporting; and (4) Metering services including provision, installation, and ongoing data collection. Contract values have been set with contingency margins to accommodate market volatility and energy price fluctuations, though actual expenditure will depend on customer participation and the impact of energy efficiency initiatives.
