Specialist Wastewater Vehicles: Purchase, Refurbishment and Maintenance Framework

United Utilities Water Limited is seeking qualified suppliers to establish a multi-supplier framework for specialist wastewater and network vehicles. This competitive procurement under the Procurement Act 2023 uses an Invitation to Negotiate process, with supplier suitability assessed on financial standing, sustainability, health and safety, quality, and cyber-security compliance. The framework covers two specialist vehicle lots: Lot 1 (Combination Sewer Cleaning Units including vacuum tanker jetters, compact jetting-vacuum units, Vactor units and high-volume jet-vac units) with an initial forecast of 34 units; and Lot 2 (High Vacuum Units) with an initial forecast of 3 units. Requirements may vary based on operational needs, asset condition and budget availability. Services include new vehicle supply, refurbishment, life extension, service, maintenance, repair, spare parts, technical support, documentation, handover, training and contingency hire support. These vehicles are critical for sewer cleaning, jetting, vacuum recovery, de-silting, wet-well cleaning, sludge and silt removal, emergency draw-off, industrial cleaning and network support across wastewater networks, treatment works, pumping stations and depots. The intended commercial model is ownership-led for the core fleet.
