Playing Pitch Strategy Development for Leeds City Council

Leeds City Council is seeking an experienced consultant to develop a comprehensive Playing Pitch Strategy (PPS) covering 2024–2042, aligned with the emerging Leeds Local Plan. This strategy will guide the planning, protection, improvement and development of playing pitches and outdoor sports facilities across the city. Key objectives include: - Tackling poverty and reducing inequalities by improving access to physical activity and sport - Addressing disparities in provision and participation for deprived communities, ethnically diverse populations and disabled users - Supporting the Council's wider priorities in health improvement, inclusive growth and sustainability Scope of work: The consultant will conduct a comprehensive audit of outdoor sports facilities including football, rugby league and union, cricket, hockey, tennis, padel, athletics, netball, basketball and MUGAs. This will involve assessing provision quality and capacity, analysing current and future demand, and identifying gaps and opportunities across Leeds. Methodology and deliverables: The strategy must follow Sport England's five-stage methodology (Stages A–D), incorporating stakeholder engagement, data analysis, scenario testing and a prioritised action plan. Deliverables will include a strategic report, evidence base documentation, GIS mapping and an actionable plan aligned with funding opportunities and planning policy requirements. The final strategy must be practical, evidence-led and deliverable, enabling Leeds City Council and partners to make informed decisions on future sports provision and investment.
