Wales Foster Care Services Framework Agreement

This framework agreement establishes a procurement system for all 22 Welsh Local Authorities' Children's Services departments to source foster care placements for children in their statutory care. The framework is designed to help Local Authorities identify and secure appropriate foster care placements that meet individual children's assessed needs while fulfilling their statutory responsibilities. The framework is anticipated to commence on 1 April 2027, though this date may be subject to change as existing extension options under the current arrangement remain available. The estimated annual value is approximately £65 million, though this is indicative and may fluctuate based on actual demand, assessed need, and placement requirements across participating Local Authorities. This is a significant opportunity for foster care providers to contract with multiple Local Authorities through a single framework agreement.
