    Brief

    Defra seeks a supplier to provide comprehensive certification, testing, and verification services for wood fuels, manufactured solid fuels, and solid fuel appliances to meet obligations under the Clean Air Act 1993 and the Air Quality (Domestic Solid Fuels Standards) (England) Regulations 2020. The successful supplier will act as the approved certification body, directly conducting fuel testing, reviewing test results, issuing and managing certifications, and providing technical advice on fuel and appliance approvals. The supplier will perform regular audits and compliance investigations, maintain digital systems and public registers of certified products, and ensure transparent scheme administration and statutory reporting. This is a not-for-profit concession contract running from early 2027 to 2035 with an estimated annual turnover of £300,000, where charges must only cover service delivery costs.
