Strategic Review of Data Licensing and Commercialisation

Registers of Scotland (RoS) is undertaking a strategic review of its data licensing arrangements to maximise the value of its data assets and develop scalable, sustainable data products. RoS currently serves diverse customers including citizens, public sector bodies, and commercial organisations, operating within complex licensing frameworks such as the Public Sector Geospatial Agreement (PSGA) and Postal Address File (PAF). The organisation faces tension between legacy licensing models and ambitions for more open, scalable data products. RoS is seeking specialist support to help define a comprehensive data strategy that balances current operations with future priorities. The successful partner will: 1. Review the current licensing landscape, including PSGA, PAF, and third-party agreements, to identify constraints, risks, and opportunities while ensuring statutory obligations remain paramount 2. Develop clear data principles covering sharing, reuse, commercialisation, transparency, fairness, and public value, aligned with public sector obligations and organisational objectives 3. Provide actionable recommendations and an implementation roadmap for optimising data use, enabling new products and services, and managing licensing risks and compliance 4.
