Third Generation Trans-Pennine South Regional Traffic Model Development

This opportunity invites a consultant to update the Trans-Pennine South Regional Traffic Model (TPSRTM) to a 2025 baseline reflecting post-COVID travel patterns and develop new forecasts. The updated model will serve as an evidence base for current and emerging transport planning use cases across the region. The consultant will lead two Technical Consistency Groups (Network and Forecasting) to ensure consistent approaches across all third generation Regional Traffic Models, update network and forecast components in alignment with group recommendations, and deliver comprehensive handover packages. Key deliverables include a Transport Data Package report documenting data sources and robustness, a Model Development Report detailing update methodologies, a Forecasting Report explaining forecast methods, End-user Handover Packages containing analysis and modeling files for stakeholders, and a National Highways Handover Package with development files. All work must follow TAG (Transport Appraisal Guidance) principles and achieve or exceed the calibration and validation standards of the second generation models.
