    Kent County Council (KCC) is establishing a new Independent and Non-Maintained Special Schools (INMSS) Open Framework (CN260427) to support the placement of children and young people with Education, Health and Care Plans (EHCPs) in independent and non-maintained special school settings. This framework replaces the existing NMISS Dynamic Purchasing System, which expires on 31 August 2026, and commences on 1 September 2026. Key Details: • Duration: Initial 4-year term with optional extensions up to 4 additional years • Estimated Value: £876 million maximum across the full term • Scope: Independent Special Schools (Section 41 and non-Section 41) and Non-Maintained Special Schools providing specialist education for children with complex needs • Quality Requirements: Providers must be registered with Ofsted or the Independent Schools Inspectorate (ISI) and comply with statutory safeguarding and quality standards The procurement uses a two-lot structure: - Lot A (Strategic Partners): Higher-quality threshold providers capable of close collaboration with KCC, including potential block contracting arrangements - Lot B (Approved Providers): Standard-quality threshold providers The procurement process follows a Competitive Flexible Procedure with a Conditions of Participation Stage followed by an Invitation to Tender. Quality evaluation will determine lot allocation.
