Public Safety Risk Assessment Model for Gas Distribution Networks

Cadent, Northern Gas Networks, SGN, and Wales & West Utilities are seeking market information to develop a Below 2 Bar Risk Model—a transparent, shared tool for assessing public safety risks in gas distribution assets operating at pressures up to 2 bar. This capability will support network planning and regulatory decision-making for GD4/RIIO-4 and beyond, replacing the current Mains Replacement Prioritisation System. The model will provide intelligent risk analysis to help participating networks understand, compare, and prioritize interventions consistently without making operational decisions. Key requirements include: handling multiple asset types (mains, services, risers) with modular delivery options; assessing individual and cumulative risks with clear attribution to contributing factors; accommodating varying data quality across networks; enabling independent validation and regulatory scrutiny; and supporting long-term governance with controlled updates and consistent methodology. The RFI seeks early indication of market capability, gaps, and relevant experience rather than detailed solutions.
