Independent Living Skills App for Young People - Market Engagement

Neath Port Talbot County Borough Council is seeking input from app developers and digital solution providers on the feasibility and costs of creating an Independent Living Skills App for young people in supported accommodation and those transitioning to independent living. The app would cover daily living skills, health and wellbeing, and tenancy rights through an interactive, user-centred design. The Council is conducting soft market testing to inform procurement decisions and has identified potential funding to support the project. The Council is particularly interested in organisations with experience in youth services, housing and supported accommodation, educational technology, public sector projects, and co-produced digital solutions. Feedback will focus on app development approaches, user engagement and accessibility, data protection and cybersecurity, hosting and technical requirements, maintenance and support, development timescales, licensing and commercial models, costs, and lessons learned from similar projects. Virtual engagement sessions lasting up to one hour will be held October 19-21, 2026, on a first come, first served basis via Microsoft Teams.
