External Repairs and Redecorating for Council Housing Stock

This contract involves carrying out cyclical external repairs and full redecorating work on all Council-owned residential properties, including houses, bungalows, and flat blocks, along with communal areas and associated structures. The primary goal is to protect the Council's housing assets, extend the lifespan of building components, and improve resident satisfaction. Key Responsibilities: QUALIS Property Solutions will manage pre-works surveys, tenant liaison (including 14-day notice before works), communication with residents, and asbestos identification. Contractors must provide full property and garden protection, implement safe working practices compliant with Health & Safety and Asbestos regulations, maintain quality control with photographic evidence, and conduct communal works efficiently to minimize community disruption. Technical Scope: Works include repairs and redecorating of timber, metal, and PVCu elements; windows, doors, and frames; gutters and downpipes; masonry and render; balconies and railings; and minor roof repairs. Internal communal works include ceilings, walls, woodwork, flooring, and metalwork. All work must comply with British Standards and manufacturer guidance. Performance Standards: Contractors must achieve tenant satisfaction targets, maintain cost estimate accuracy within 10%, manage complaints effectively, and ensure full Health & Safety compliance. A 12-month defects liability period applies, with defects rectified at contractor's own cost. The contractor must hold £2m Public Liability Insurance, provide a competent Site Supervisor, attend monthly progress meetings, and deliver comprehensive handover documentation including pre/post photographs and condition surveys. Scaffolding and access equipment provision is the contractor's responsibility, including provision of handover certificates for all scaffolding erected.
