Business Support Partner Contracts for Start-Up Loans Scheme

The Start-Up Loans Company (SUL), part of the British Business Bank, is seeking to appoint Business Support Partners to deliver support services for the government's Start Up Loans Scheme from April 2027. This procurement replaces expiring contracts and covers 12 regional partners, up to 4 national partners, and 2 specialist partners focusing on ex-military personnel and young people. Business Support Partners act as credit brokers, providing pre-application and application-stage support to entrepreneurs across the UK seeking affordable finance and mentoring. The scheme has delivered over 130,000 loans worth £1.4bn since 2012. The estimated total contract value is £85.8 million (excluding VAT) or £102.96 million (including VAT) over the contract period, with potential extensions and modifications subject to the Procurement Act 2023. Prospective bidders must register on the delta e-sourcing platform and submit a Confidentiality Agreement before accessing procurement documents. Contracts will operate across England, Scotland, Wales, and Northern Ireland, with services required through at least 2032.
