Higher Level Skills Capacity Evaluation for the West Midlands

The West Midlands Combined Authority (WMCA) is commissioning an independent evaluation to assess the current capacity and capability of higher level skills provision across the region. This evaluation will examine existing skills infrastructure, workforce development programs, and training delivery at higher qualification levels (Level 4 and above). The findings will directly inform the development of a new Higher Level Skills Strategy for the region. The evaluation should identify strengths, gaps, and opportunities to better align skills provision with regional economic priorities and employer needs. Suitable organizations should have demonstrated experience in skills assessment, workforce development analysis, and regional economic evaluation. The contract will involve stakeholder engagement, data analysis, and recommendations for strategic improvement.
