    Brief

    The Improvement and Development Agency for Local Government (IDeA) is commissioning animated videos to support the Adult Social Care Fair Pay Agreement Negotiation Support Package. The Fair Pay Agreement will establish a national process for negotiating pay, terms and conditions, and career development for adult social care workers in England. IDeA seeks a supplier to create one initial animated video with an option to produce up to four additional videos. These videos must explain complex policy information clearly, accessibly and engagingly to help the sector understand and engage with the process. All content must be based solely on factual, approved policy and legal information provided by IDeA—videos must not offer legal advice, employee pay guidance, or independent policy interpretations. Primary audiences include adult social care employers and providers of all sizes (large providers, SMEs, micro-providers, voluntary organisations, individual employers and representative networks). Secondary audiences include councils, commissioners, NHS trusts, trade unions, DHSC and sector partners. The videos will be part of a wider outreach campaign to improve sector readiness and understanding of the Fair Pay Agreement process and the Adult Social Care Negotiating Body's role. Suppliers should demonstrate experience creating high-quality animated educational content for diverse audiences.
