UK International Driving Permit Service Provider

DVLA is seeking a service provider to deliver International Driving Permit (IDP) services across the UK on a national basis. The successful supplier will replace the current outsourced provider, with the contract commencing 1 April 2027 for an initial term of 3 years and 4 months. Key Service Requirements: • Enable UK driving licence holders to apply and collect permits in person • Establish widespread service locations across England, Wales, Scotland, and Northern Ireland • Capacity to issue approximately 270,000 permits annually • Operate 48 hours per week across all locations, spread over 6 days Contract Structure: • 4-month Mobilisation and Transition Period (no permits issued, no revenue) • Followed by live service delivery period Financial Terms: • Fee per permit: £5.50 (set by legislation) • Service provider retains the full £5.50 per permit issued • Estimated revenue: approximately £4.5 million over the contract term This is a non-regulated procurement under the Procurement Act 2023.
