Group Coaching Pilot for Senior Local Government Leaders

The Local Government Association (LGA) is seeking an experienced coaching provider to design and deliver a pilot group coaching programme for senior leaders in local government. This structured intervention will support experienced leaders working in complex, politically-led environments to reflect on current challenges, strengthen their leadership practice, and apply learning to their daily work. You should have: strong expertise in group coaching; relevant coaching qualifications or accreditation; demonstrable experience working with senior leaders in local government, the public sector, or comparable complex organisations; and understanding of the LGA's role and the context in which senior colleagues operate. The pilot phase includes design and delivery only, with an estimated budget of £10,000 to £30,000 (inclusive of VAT). Any future delivery will depend on pilot outcomes, organisational need, budget availability, and value for money assessment. This opportunity does not guarantee contract continuation or extension beyond the initial pilot. Key dates: Clarification questions deadline is 27 July 2026; quotation submission deadline is 31 July 2026 at 23:59; expected contract start is September 2026. Submit your quotation through the LGA's Panacea e-sourcing portal, including your proposal, references, signed contractual undertakings (Appendix 2), and EDI questionnaire (Appendix 3). All clarification questions must be submitted via Panacea's messaging facility. Quotations will be evaluated on quality and price according to the criteria in the RFQ documents.
