STEP Project Controls Framework Implementation and Transition Support

UKIFS is seeking support to transition the STEP Project Controls Framework from development into operational implementation. The STEP programme is entering a critical phase as it prepares to onboard its Construction Partner and establish Integrated Project Teams by September 2026. The scope includes finalising the project controls framework, embedding it into business-as-usual operations, and ensuring knowledge transfer to UKIFS teams and partners. This work is essential for maintaining programme momentum and enabling a smooth handover without disruption to delivery. Key objectives include: establishing UKIFS as an intelligent client capable of managing an expanding supply chain; creating a mature controls environment that supports predictable programme performance and compliance with government standards; improving project data structure and decision-making capabilities; strengthening digital workflows through FUSION Lifecycle integration; and building internal capability through training and knowledge transfer using a train-the-trainer model. This opportunity is a call-off from the MCF4 framework agreement via direct award to Arcadis, recognising their role as the primary framework developer and their critical contextual knowledge and stakeholder relationships. The work supports wider national objectives in digital delivery, sector capability development, and sustainability through improved data-driven processes.
