Operator Wanted for Buttermarket Food Hall in Retford Town Hall

Bassetlaw District Council is seeking an experienced operator to run an indoor street food market in the Buttermarket at Retford Town Hall. The successful operator will manage all aspects including vendor recruitment, day-to-day operations, and commercial performance, while collaborating with the Council on the final design and fit-out of the approximately 260m² space. Key objectives include animating Retford town centre, supporting independent and start-up food businesses, offering diverse and affordable food, increasing footfall, and boosting the evening and weekend economy. The Buttermarket will be available from Winter 2026/Spring 2027. Located on Market Square with independent access and ample space for catering operations and community events, the site benefits from a strong local market with £30.1 million catering potential and a 16% catchment market share. The Council offers a 5-year lease (extendable by 5 years) at £20,000 per annum excluding VAT, though alternative financial models are welcome. Attendance at a mandatory supervised site visit during the week of 18 May 2026 is required to be eligible. This open procurement follows the Procurement Act 2023 (Concession - below threshold).
