Homelessness Support and Accommodation Services Framework Agreement

Exeter City Council is establishing a four-lot framework agreement to provide accommodation and support services for people experiencing homelessness and housing need. This opportunity aims to secure services that meet the council's statutory duties under the Housing Act 1996 relating to homelessness prevention, relief, and placement, while also supporting vulnerable adults and families. The framework operates under the Light Touch Regime and will enable flexible procurement through mini-competitions or direct awards where permitted. Lot 1 covers temporary accommodation for short-term reactive placements including out-of-hours provision. Lot 2 provides emergency beds and rapid access units for rough sleepers and those at immediate risk. Lot 3 offers accommodation-based services with intensive housing management to support progression toward independence. Lot 4 delivers floating support services not tied to specific properties, helping individuals sustain tenancies and prevent homelessness. Suppliers should note that Exeter City Council is not guaranteeing minimum volumes at this stage, and framework call-offs will be made on an as-needed basis.
