    Brief

    LLDC is seeking a delivery partner to manage the operational delivery of East Summer School (ESS) 2026, a free, inclusive two-week creative, cultural and STEAM education programme for young people aged 12–17 at Queen Elizabeth Olympic Park. The successful bidder will act as the single operational lead, coordinating all systems, people, communications and delivery throughout the summer while working closely with LLDC (programme vision, partnerships and quality) and Badu (pastoral care, SEND support and safeguarding). The programme comprises 25–30 short courses delivered by East Bank institutions and park partners, engaging approximately 350 young people from 700+ applications. ESS prioritises accessibility for young people with SEND, Alternative Provision learners and those from disadvantaged backgrounds. The delivery partner is responsible for creating a safe, inclusive and well-coordinated experience, managing the full participant journey across two weeks of age-specific courses (12–14 and 15–17). Contract value: £170k allowance with £23k committed spend. Sole traders and SME-led small teams are encouraged to apply. The procurement follows a two-stage competitive process: Stage 1 (PQQ/Shortlisting) assesses availability, experience, case studies and alignment with LLDC's Priority Themes; Stage 2 (Presentation/Final Tender) evaluates delivery approach, team allocation, SEND readiness, safeguarding and pricing. Two bidders will be progressed to Stage 2, with potential for a third if scoring above 60% and within 2% of the second bidder.
