Clerk of Works Framework Agreement for Capital Construction Projects

The City of Edinburgh Council is seeking a Framework Agreement for Clerk of Works services to support delivery of its capital construction projects. This framework will serve multiple council departments including Place Development and Regeneration, Housing Service, Capital Programmes Team, Edinburgh Waterfront, Facilities Management, Housing and Homelessness, Sustainable Construction Delivery, and Mixed Tenure Improvement Services. The framework will provide on-site quality control resources for both residential projects (including affordable housing development and housing refurbishment) and non-residential projects (such as education and leisure facilities). Clerks of Works will attend sites daily to inspect construction progress against approved drawings, ensure compliance with specifications, and maintain quality standards. The Council requires both general building Clerks of Works and specialists experienced in mechanical and engineering components installation and fire safety compliance. Successful suppliers will provide experienced professionals capable of delivering quality assurance across diverse construction projects of varying scale and complexity.
