Mayor's Accelerated Housing Programme - Initial Market Engagement

The London Borough of Tower Hamlets is launching its Mayor's Accelerated Housing Programme (MAHP), a major initiative to deliver over 3,300 homes across 42 Council-owned sites within five years. This market engagement exercise is open to potential delivery partners, including SMEs, interested in participating in this large-scale housing development programme. Programme Overview: The MAHP takes a portfolio-based approach to accelerate housing delivery at scale and pace, moving away from traditional site-by-site development. The programme aims to deliver 51% affordable housing across all sites, addressing housing need while maintaining design quality and sustainability standards. Key Council Objectives: • Unlock the value of underutilised Council-owned land • Accelerate delivery of genuinely affordable homes • Promote consistency in design quality and sustainability • Promote equality, economic opportunity and wellbeing • Establish an efficient, repeatable delivery model • Build long-term strategic partnerships with delivery partners and SMEs Procurement Timeline: The 42 sites will be procured in batches of 9+ sites over the next 6-9 months. Batch 1, comprising 9 sites with potential to deliver approximately 340 homes, represents the immediate opportunity and will be the focus of the engagement event on 4th August. Additional procurement rounds will follow for subsequent batches. This is a market engagement exercise to gauge supplier interest and capability for participation in this strategic housing programme.
