Revenues and Benefits Service Provision

Redcar and Cleveland Borough Council is conducting preliminary market engagement for the potential procurement of Revenues and Benefits services. The current contract expires on 7 May 2028, and the Council is exploring multiple delivery options including fully outsourced, in-house, or shared service models. Services in scope include: Council Tax and Business Rates administration and collection, Housing Benefit and Council Tax Support administration, customer contact and service delivery, revenues enforcement and recovery, fraud prevention and compliance, and digital service delivery. The Council seeks to understand market capability in delivering large-scale Revenues and Benefits services, explore innovative technology-enabled models, assess service transformation approaches, evaluate commercial structures, and identify mobilisation risks and success factors. The engagement will inform decisions on alternative delivery models, including feasibility of insourcing or hybrid approaches. The Council particularly welcomes engagement from organisations with proven experience delivering Revenues and Benefits services within the UK public sector, offering end-to-end managed services, technology-enabled delivery, specialist capabilities such as fraud and automation, and transition support.
