ERTMS Signalling System Upgrade - Stage 2 Development Support Services

LSPH's outdated TVM430 signalling system requires replacement to address growing operational, safety, and resilience risks that could impact network performance from the 2030s onwards. Stage 1 has been completed with SYSTRA, delivering strategic analysis and a business case. This opportunity is for specialist external consultancy support during Stage 2 (the Develop phase) throughout 2026 to determine the optimal approach for implementing the European Traffic Management System (ERTMS) on High Speed 1. The consultant will evaluate multiple delivery options across technical, commercial, and funding dimensions to establish a preferred integrated solution. Key deliverables include confirmation of the preferred technical option and commercial model, long-list and short-list option analyses, whole-life cost estimates, delivery schedules, a comprehensive risks and issues register, and all required supporting documentation. The ultimate goal is to achieve full stakeholder agreement on a single, coherent project delivery strategy for ERTMS implementation, with the work satisfying Rail Network Enhancements Pipeline Stage 2 requirements to enable progression to the next phase.
