Agency Staffing Support Framework Agreement for Cumberland Care Services

Cumberland Council is establishing a closed Framework Agreement for the provision of agency staffing support to address shortfalls in its adult social care service, Cumberland Care. This is a single-opportunity procurement with no further supplier admissions after award. Scope of Services: The framework covers recruitment for Support Workers, Senior Support Workers, and Registered Nurses across multiple service types including residential care homes, reablement, domiciliary care, supported living, day services, extra care housing, and Shared Lives schemes. Services support adults aged 18+ with physical disabilities, learning disabilities, mental health needs, age-related conditions, and dementia. Service Requirements: The successful provider must maintain 24/7/365 availability with a single point of contact (telephone and mailbox) for all requests and escalations. Services must be delivered across the entire Cumberland Council area, 365 days per year, including days, evenings, nights (waking and sleeping), weekends, and Bank Holidays as required. The provider must respond to both planned and urgent staffing needs with sufficient capacity. Contract Terms: Initial term of 30 months (ending 30 April 2029) with no optional extensions. Estimated contract value is £4,750,000 excluding VAT for the initial term, with potential uplifts (not guaranteed) also estimated at £4,750,000. Demand is variable and dependent on operational need. Any uplifts will be confirmed with successful suppliers in advance.
