    Royal Borough of Kensington and Chelsea and London Borough of Hammersmith and Fulham seek a building provider, support provider, or integrated supplier to deliver two services for people experiencing or at risk of rough sleeping. Service A offers 28-day emergency accommodation in West London for individuals with low support needs to prevent or exit rough sleeping. Service B provides a rapid assessment hub in Hammersmith and Fulham for people experiencing rough sleeping, including those with complex needs. The successful bidder must provide or secure a building with 40 single-occupancy units across West London boroughs (Hammersmith and Fulham, Kensington and Chelsea, Brent, Ealing, Hillingdon, Hounslow, or Harrow), with at least one location in Hammersmith and Fulham if split across multiple sites. The building must be fully compliant with health and safety standards, furnished, equipped with 24-hour reception with CCTV, office space, and meeting rooms for case work and partner in-reach support. The support provider must have proven experience delivering assessment and support services to people with homelessness and rough sleeping histories, including complex support needs. Services operate 24/7 to enable immediate referrals and out-of-hours assessments, with staff capable of rapid assessment and strong partnerships to facilitate quick move-on to suitable housing. Full service delivery is required from April 2027.
