Brief

The Elizabeth Line, London's new railway connecting Reading to Shenfield, requires a digital solution to manage staff rosters, scheduling, and workforce planning across multiple teams with varying shift patterns. The solution must improve rostering efficiency, automate planning processes, enable draft roster circulation before publication, integrate workforce availability and skills data from HR systems, and support compliance with Office of Rail Regulator fatigue risk assessment requirements. The software must provide visibility into workforce constraints, optimize resource allocation, and deliver safe and compliant maintenance operations through scalable, user-friendly tools for planners and operational teams. Contract duration is 5 years (1 May 2027 to 30 April 2032). Transport for London is conducting preliminary market engagement via a Market Sounding Questionnaire to assess supplier capability, market interest, and identify potential risks. Interested organisations must register by 3 July 2026, with MSQ responses due by 6 July 2026 at 6:00pm. Further engagement rounds may follow.
