Alternative Education and Tuition Services Provider Panel

The London Borough of Croydon is seeking to establish a multi-supplier Approved Provider Panel to deliver alternative education provision (AEP) and tuition services for children and young people unable to access mainstream education. This includes students who are excluded or at risk of exclusion, awaiting school placements, have SEND/EHCP needs, are looked-after children, have medical needs, or require provision under Section 19 of the Education Act 1996. The panel comprises three main lots: (1) Year 11 (KS4) provision for registered providers, including ESOL support for new arrivals with standard or complex needs, and non-ESOL Year 11 programmes; (2) Tuition services (face-to-face, online, or other formats) including supplementary tutoring through Virtual School, medical and reintegration tuition under Section 19, and SEND support for students awaiting special school placement. Services will be commissioned on an as-required basis by Croydon Council, schools, academies, pupil referral units (PRUs), and associated education services. Providers must meet defined quality, safeguarding, reporting, and performance standards, with delivery by appropriately qualified and vetted staff. No volume guarantees are offered. Providers should be prepared for flexible, responsive service delivery tailored to individual student needs.
