Annual Maintenance Service for Mobile Medical Records Storage Systems

The Contracting Authority seeks to directly award a contract for yearly inspection, servicing, and maintenance of mobile storage and racking systems used across multiple healthcare facilities for medical records management. These proprietary systems were originally installed by Rackline and are integral to operational medical records storage infrastructure. Due to the specialized proprietary design and technical configuration, Rackline is the sole supplier with the necessary expertise and access to original system specifications required to safely maintain these systems and ensure component compatibility. Direct award is being pursued under Section 41 of the Procurement Act 2023 based on the absence of competition for technical reasons, as alternative suppliers would lack sufficient knowledge of the original design details and compatibility requirements to provide maintenance at the required standard. The contract covers multiple healthcare sites and is intended to be awarded annually.
