Project Support for St Ives Affordable Housing Initiative

St Ives Town Council is seeking experienced project support to deliver an innovative housing enabling project focused on developing 250 affordable homes across the parish over three years. The successful provider will work in partnership with Cornwall Council to identify, de-risk, and accelerate delivery of affordable and local needs housing using planning contributions. Key responsibilities include: developing a pipeline of deliverable sites with RAG-rated assessments; creating tailored delivery tools for each site (development briefs, viability assessments, planning applications, land agreements); establishing a proactive delivery board; and completing community consultation. The project requires a part-time project lead (approximately 2.5 days per week or 975 hours annually), with flexibility to reduce timescales through alternative resourcing. Funding available: up to £100,000 for project resources and up to £150,000 for commissioned advice and technical support. The Council welcomes proposals from individuals seeking short-term employment, freelance consultants, or established consultancies. Applicants must be suitably qualified and experienced in housing delivery, planning, and project management.
