Multi-Party Energy Performance Contracting Framework for Dublin Local Authorities

This procurement establishes a framework agreement for Energy Performance Contracts (EPCs) across four Dublin local authorities: Dublin City Council, Fingal County Council, Dun Laoghaire-Rathdown County Council, and South Dublin County Council. Under this framework, selected energy service providers will deliver energy efficiency improvements with guaranteed savings outcomes and documented return on investment. Codema, acting as the procurement authority on behalf of the four Dublin Local Authorities, will manage the framework agreement. Successful framework members will enter into direct call-off contracts with individual local authorities for specific energy performance projects.
