Southampton City Council Electric Vehicle Charging Network Concession Contract

Southampton City Council is seeking a single Chargepoint Operator partner to expand its public EV charging network across the city. The council has secured £1.630M in government funding through the Low Emission Vehicle Infrastructure (LEVI) scheme and is looking for a private sector partner to co-invest and deliver a minimum of 505 chargepoints over the contract life, with at least 168 installed by 2028. The successful operator will deploy slow to standard-powered EV chargers primarily on-street throughout Southampton's residential areas, wards, and communities, ensuring a consistent, affordable, reliable, and recognisable charging experience for residents. A single supplier approach has been chosen to provide hardware flexibility across diverse locations, reduce management complexity, enable long-term strategic partnership, meet resident expectations for standardised infrastructure, streamline governance, and maximise economy of scale. The operator must share the council's vision for accessible and easy-to-use EV infrastructure that supports the city's transition to cleaner transport. The estimated total contract value is £30,000,000.
