Traffic Survey Services Framework Agreement

The Council is seeking qualified suppliers to deliver traffic surveys under an Open Framework Agreement. This framework enables the Council to monitor changes to the transport network and evaluate the effectiveness of network interventions. As an Open Framework Agreement, it is governed by Section 49 of the Procurement Act 2023, which allows for the reopening of the framework to new bidders, re-evaluation of bids, and defines the term of the agreement. Suppliers should note that there is no guaranteed minimum volume or value of work. The estimated value provided (based on eight years of framework operation) is derived from historical spending patterns and is not binding. Interested suppliers should be prepared to respond to call-offs as they arise throughout the framework period.
